Turkish Citizenship Through Property Investment
Citizenship on a USD 400,000 residential investment: the conditions, the three-year annotation on the title deed, the certificate of conformity, the process and the real cost items.
Türkiye grants citizenship by exception to foreign nationals who invest in property above a set threshold. The programme is not confined to the investor: a spouse and children under eighteen can be included in the same application.

The investment may be made through a single property or through several whose combined value exceeds the threshold. What counts is not the figure shown on the title deed but the value in the report prepared by a licensed valuer.
- The price must have been transferred to the seller through a bank, in the buyer's name — cash payment is not accepted.
- The foreign currency is sold to the Central Bank before the purchase and a currency purchase certificate is obtained.
- A note is entered on the title deed undertaking not to sell for three years; no transfer is possible until it is lifted.
- The property must not previously have secured citizenship for another foreign national.
How does the process work?
- 01Valuation reportA property valuation report is obtained from an institution licensed by the Capital Markets Board. The report is the principal document showing that the threshold is met.
- 02Payment and transfer of titleThe price is paid through a bank, the currency purchase certificate is issued, and the title is transferred together with the three-year restriction.
- 03Certificate of conformityAn application is made to the General Directorate of Land Registry and Cadastre for the certificate confirming that the investment meets the conditions.
- 04Short-term residence permitWith the certificate of conformity, a residence permit is obtained from the Provincial Directorate of Migration Management. This permit is a precondition of the citizenship application.
- 05Citizenship applicationThe application is made to the General Directorate of Civil Registration and Nationality; a decision follows security and archive checks.
- 06Identity card and passportAfter the decision the identity card and passport are issued. A spouse and children under eighteen are concluded within the same file.
The cost is not just the price of the property
The item that surprises investors most often is what sits on top of the purchase price. Deed fees, the valuation report, translation and notarial work, residence and passport fees are each calculated per person. The calculator below adds these up and gives a realistic total.
The terms of the programme change from time to time; the threshold was previously raised from USD 250,000 to USD 400,000. The current legislation should be confirmed before applying.

The questions we hear most
- After how many years can I sell the property?
- A three-year restriction on sale is entered on the title deed. No transfer is possible before the three years expire; the note is lifted at the end of the period and the property may then be sold freely.
- If I sell after obtaining citizenship, do I lose it?
- A sale made after the three-year period does not affect citizenship. Transactions before the period expires may lead to the application being refused or the decision being revoked.
- Do my spouse and children also become citizens?
- A legally married spouse and children under eighteen are included in the same application. Children who have turned eighteen require separate consideration.
- Can I reach the threshold with more than one property?
- Yes. Several properties whose combined value exceeds the threshold may be bought; they must all be acquired at the same time and in the same name, and each must have its own valuation report.
- How long does the process take?
- Around eight months on average, including document preparation, completing the investment, the residence permit and the security checks. How complete the file is affects the timescale directly.
